China government issues the regulations of implementing《PRC promoting technical achievement transformation Law》
For the purpose of implementing 《PRC promoting technical achievement transformation Law》, opening up the channel of combining both technology and economy, promoting the public people to venture a new business, inspiring the public innovation, China government encourages the research and development institutions, colleges and universities, enterprises and technology staffs to transfer their technical achievements to become profits, so as to promote the economy environment and upgrade the quality and efficiency of the society.
Inspiring the technology staffs to venture their Innovation and entrepreneurship
When China National research and development institutions, colleges and universities formulate the technical achievement distributing system, the above organizations should refer to the opinions of the technical department staffs, at the same time, making public the relating systems according to the public regulation. When the departments reward the other staffs who make important contribution to the technical achievement by law by job post, the rewarding can be implemented according to the following regulations：
1. Implementing the technical achievement transformation by means of technology transfer or license, the obtained earning by the technology or license should be retrieved no less than 50% of the earning amount for the purpose of rewarding.
2. Implementing the technical achievement transformation by means of stock investment, the obtained stocks should be retrieved no less than 50% for the purpose of rewarding.
3. The staffs making the main contribution during the research and development and technical achievement transformation should be rewarded no less than 50% of the total rewarding amount.
4. The reward toward the technology staffs during the technical achievement transformation with respect to the associate activities such as technology development, technical consultant, technical services, etc, can be implemented according to 《PRC promoting technical achievement transformation Law》 and this regulation.
