The Announcement Regarding to the way of adjusting Patent Official Fee Reduction（Article 229）
China Government enforces the relating business of Patent Official Fee Reduction
For enforcing the management of the relating business of China Patent Official Fee Reduction（hereinafter called“Patent Fee Reduction”）, to simplifying the procedure, China National Intellectual Property Bureau has developed the Patent Fee Reduction Register System, to adjust the relating business of work flow of Patent Fee Reduction.
1、Electronic systematization：The applicants or assignees have to filing the request in the Patent Fee Reduction System. If the request is approved, the official fee or relating filing fee in one year can be reduced according to 《The Regulation of Patent Fee Reduction》, and no need to provide certificate document in each request.《The Regulation of Patent Fee Reduction》 will be valid from September 1, 2016.
2、Paperless：From August 1, 2016, the applicants or assignees can file the request in the Patent Fee Reduction System. Moreover, from September 1, 2016, it is necessary for all of the patent fee reduction to be filing in the Patent Fee Reduction System. By the time, China Intellectual Property Bureau will terminate the Paperwork of the associate business.
3、Suitability Adjust：From September 1, 2016, the patent filing request and the matching intermediate document of《Patent Fee Reduction Request》 will proceed a suitability adjustment. If the applicants request Patent Fee Reduction at the time of submitting Patent Application, then the applicant only have to mark the square of“□Patent Fee Reduced and Qualification Registered”in the Patent Application Form, and fill in the Register number of Patent Fee Reduction. If the Applicants or Assignees request Patent Fee Reduction after submitting Patent Application, then the applicants or assignees need to submit《Patent Fee Reduction Request（apply at submitting after application date）》, and fill in the Register number of Patent Fee Reduction.
4、Register Website：Patent Official Fee Reduction Register System: http://cpservice.sipo.gov.cn ；The clients registered by means of Electronic registration request can log in by Electronic Register Username. The non-Electronic Registration Clients need to register a public username.
